Eric, Maybe I got something wrong, but the letter of JSA you posted here is a reject letter imo, which they use to inform the owner of the item that the autograph is not authentic in their opinion.

Looking back it was the auction text (oddly stating it is authentic) and the $600 BIN that threw me.
