Avoid them like the plague. Avoid doing business with this seller period like the plague. Whatever this eBayer is selling, you don't want.

The seller, electronicsplusmorefast, has 40 negative feedbacks and 18 neutrals on eBay in the last year. A positive feedback rating of 98.2%...they don't get much lower than that. And read the feedback.
