Struggling with this. Is this hand-written or pre-printed?

My concern is because the images were saved as such a garbage JPG, about a 2 on the 1-10 quality scale, that the artifacts in the image completely obscure the ink. You've got to TRY to save an image that low in quality.

Ideally, tell the seller to run down to Kinkos or Staples and ask for a high-resolution scan: 1200 DPI or better. The image could be 15-20 megabytes. That's OK. Gmail and most Gmail hosts take files up to 25 megs.

Sometimes things work out even when they're lousy photos, but that's a BIG warning sign. The ink could be on the surface but it may not have been written; it may have been applied. Technology is getting better and better.

If you buy it, realize that even if the ink is on the surface, there's a good chance this is not what it appears to be. So you're likely to have to return it. If it's priced at a fraction of what it would be worth and the image is that low in quality...you know how rarely that works out.

Less certain now !
