I'm thrown as to the why of the dedication, perhaps his step-father.  Or perhaps the person asked him to dedicate it the their Mum and Dad, knowing they were giving it to them?  The photo looks like Sydney Opera House, when they played there.    What is the actual item?

Yes I thought that or apparently he thought of his grandfather as a fatherly figure, I think!

From memory its the first inner page from the black rose tour programme so it would date to the 1979 tour i think the Sydney opera house show was 1978, you get a real mix of band line up on this  programme as people came and went mid tour gary moore left, a guy  i forget his name played for about a dozen shows and left and Midge Ure of Ultravox played guitar on the tour also so the line up can be quite rare but not as desirable as the classic line up so it can affect value who are the other signers if any

Heres one signed by Phil ,Scott Gorham ,Midge Ure and a guy who stood in on drums for Brian downey when he was ill for a few shows late 1979 sorry but again i forget his name but you can see the Phil is very similar to yours 

the stand in guitarist i mentioned earlier was Dave Flett if you get a programme with him and Midge its quite a rare set

It's only signed by Phil, and yes very similar signatures so perhaps from same era, I saw them on that tour in Stafford England with Gary Moore, great memories.
