I scanned it as optimal exposure (forgetting to do my basic color work in the exposure) and then did the rest in post processing with a photo program. It will look best printed on glossy paper and was sharp enough to enlarge to 5x7 (it is tiny). I used to do digital restorations for many books, museum catalogs, magazines and so on. One highlight was the first published color correction of color35 mm slides of the Cunard liner R.M.S. Aquiatania - another was the work I did for the catalog and show "Building Tomorrow: America's World's Fair of the 1930's" at the National Building Museum in Washington D.C. of images of the 1939 New York World''s Fair.
Here is the frontis peice, a matte gelatin silver print, to that catalog - this was hung in large format in front of the 1938 builders model by Harrison and Fouiloux:

If there is good contrast it is quite possible. Actually it should not matter in theory - should look better. This example assume solid black ink. Given time to able to do something even with ballpoint.
I want to point out that I use no digital software programs like "ICE" - all done my hand.
