Robert Shaw - Secretarial?

Hi Guys,

Is this Robert Shaw a secretarial? It doesn’t seem to match anything I’ve seen that’s genuine (though I could be wrong of course) and just wondered if these kinds of things were handed out in the mail many years ago.

Atypical.  Not sure about secretarial.
