Saddam Hussein: A Challenge for the \Experts

I have the opportunity to acquire a document signed and initialed by the former  Iraqi dictator, Saddam Hussein.

 

I'm including two photos; one is a close up of the signature, the other is a full picture of the entire document.  What does anyone think about the signature?  Also, can anyone offer a full transcription of the document.  I'm curious as to its' contents.

Why would anyone want to collect him?  How can anyone be sure that he signed it?  Are there official documents with his signature on it?
