Albeit a very poor conditioned Sinatra with pen skipping, this is JSA certed. Thoughts and ideas of era?
Update. My sniffer might have proven good. Epperson a no go here. Closing the discussion. Had a sneaking suspicion this was not 100%

The waxy cardboard surface could account for the ink adhesion issues &/or skipping. Certainly not an ideal surface for writing. To an extent, that's sometimes an issue with old glossy photos as well.
