It does resemble secretarial but...

I find it odd that an official Naval card would be signed by a secretary????

I've never seen these cards before but it's kinda cool and IMO would have been more respectful if Frank really signed it. 

just saying

could this be authentic signed Joe? 
Or am I over thinking this?
