you can try searching for previously sold items that are similar.  I wouldnt judge value based on what sellers "want" for their items, but instead what the items have sold for.  In the end, any item is worth as much as someone will pay for it.  Nothing is truly priceless unless its not for sale.  Many retail shops (also on ebay) have inflated prices because they can afford to sit on an item, or simply used it to draw in customers to buy other items.  I see many, for example, Mickey Mantle ungraded signed bobby brown or budig balls with a seller asking over $1,000 for them.  No one in their right mind should pay that but you always have some fool with more money than sense that will.  so sometimes you just never know. 

With a note like you mentioned I think content of the note will also play a part in value.  If you have a note where he is talking about Iran Contra then I bet its worth more than a note saying thank you for your support.

Are you selling this piece or just trying to get an insurance value?  Insurance value should always be set higher than retail value in my opinion.
