This is your typical, mass-produced an  laughable forgery from the 1990's.

The worthless COA is from Shop At Home.

Shop At Home sold approximately $750,000 to consumers during the 1990's.

What a waste of $390.00.

Just a little research would have dissuaded bidders from bidding on this crap.

Crap like this sells because Ebay continues to be heavily-populated with delusional autograph collectors and impulse buyers who have this notion that Ebay filters out the forgeries.  Nothing could be further from the truth.  Ebay has profited big-time from the sales of forgeries for the past twenty years.
