When it's a mass-produced and pathetically-penned forgery.

First, an authentic Mantle on a "1994 World Series" baseball is extremely rare; then add the NO 7 inscription.   Seriously?

Is the buyer just a delusional autograph collector or will they attempt to flip it on Ebay?

$212.50 down the toilet.

Garbage like this is easy to sell because Ebay is so heavily-populated with delusional autograph collectors and impulse buyers.

It's 2023 and people still have this notion that Ebay filters out the forgeries; nothing could be further from the truth.

The forgery business is huge these days on Ebay; bigger than during the years of Operation Bullpen.
