These are indeed secretarial signatures, but Debbie hadn't signed for Carrie in well over a decade, these are the signatures of Carrie's last unknown ghost signer for TTM responses.
These are authentic Fisher signatures.

I have seen quite a few really good fakes since she passed, and the majority of what is out there are secretarial.
A few have traded hands among Star Wars collectors for about $250
Just don't jump at anything that seems too good to be true. There have been an abundance of really good fakes coming out of the UK and Vegas. Some long time collectors have been fooled.

The signature looks fine, but it is not a photo, just a color lithograph. According to recent sales, if this gets $150, it would be about right.
It is one of the most common images out there and plenty of actual photographs of this image out there.
When it comes to Star Wars material, there is certainly a premium placed on official photographs, the lithos are also from the licensed company, but because they also offered real photographs, they hold the higher premium.
If NASA had offered both official lithos and official photos, you might see that same variation in pricing.
