Any idea who this is?

Hi all,  I bought this many years ago and I have no idea who this is.  There is no writing on the back and I do not even know who I purchased it from.  I'm certain this supposedly is signed by a contemporary celebrity but I'm still unsure after searching and coming up with nothing.  

Thanks for any assistance you can give me.
