Those aren't really worth much at all because they aren't real gold record awards. They aren't issued from the RIAA, they are independently produced as a 'collectors' item. You'd have to post a pic of yours, but people put out things like this all the time and they just aren't real. And usually aren't even officially sanctioned products. Again, I'd have to see yours, but just the numbered part of it tells me what this probably is. Post a photo, I could be wrong. Actually RIAA (which is who issues authentic gold and platinum artists that sell 500,000 or a million copies of an album) awards are not numbered.
Yes, without seeing it, we cannot comment on the authenticity of the signature. The first thing you should look at when dealing in collectible issued items is the number. If this is # 933 of 950, guess what? There are 949 other ones out there! A large production number of anything can only mean one thing = low return number when trying to resell it.

Even though I just found this question, I would like to respond since the other two individuals have obviously never seen the item you asked about.  In 1995, Sony offered your item for $160 and included the order form with the Ozzmosis CD.  They only produced 950, so the first 950 individuals to send in the order form with a check to Sony Signatures were able to get the Ozzy signed plaque.  I've seen your item go as high as $1000 in 2006, to as low as $130 recently on eBay.  So the value would probably be somewhere in between.  And yes, it is authentically signed by Ozzy Osbourne in blue sharpie.
