I'm really tired of running across this thing on Ebay for the past couple years.  Both PSA and now a well-respected dealer bought the bogus Colony Records story (apparently doing no research in the process).  This thing was sold cheap, somehow lazily passed by someone incompetent at PSA, now passed on to a dealer who should know better.  At least a fan didn't end up getting duped yet.

The original seller sold these a few years back with the Colony Records story (find me some evidence of a U2 signing with Colony Records).  All didn't look quite right, all in the exact same crunched style, at the same angle, missing the first pen stroke in the B (something you don't really ever see) and all signed in the same location on the photos.  I believe some members of the forum also noticed that the original seller had some bogus Springsteens, and nothing else they were selling looked right.

As you say Rich, some idiot passed this and the sticker collectors will love this and no doubt pay big bucks simply due to the sticker. No doubt another mass authentication.
