Orson Welles - 1944 signed cut page (with unidentified other signature) - any thoughts?

hi all, i purchased this Orson Welles signed page the other day from the seller on ebay: khw

It comes with a JSA Letter of Authenticity. just thought id reach out to hear any other opinions on it or if anyone can identify the 2nd signature on the page.

the first is Sigmund Spaeth and the 4th appears to be a local Lincoln impersonator named Willard S. Campbell.

Going from the date of November 3rd 1944, and the mention of Pennsylvania on the signatures before and after Welles id guess they may have been obtained at some rally on FDRs 1944 presidential campaign.

Welles was involved in some capacity at point on the campaign and was with FDR and Sinatra at the FDR's final rally the following night in Boston
