The signor is fighting the pen and fighting time. A leaky tip, but I don't see signs of hesitation as exacerbating all the blobs. Might very well be a palm supported Elvis autograph drive-by. It looks like Elvis' handwriting, signed in an "I don't really have time for this" moment.
