I am getting "There was an issue processing your payment. Please contact the store owner." with different credit cards.

It explicitly says “The product is only available to customers using both a UK billing and shipping address for their order”

They can check the country of your card, even if you provide a different billing address on their website.  Therefore it's flagged as a payment issue, since the address provided does not fully match the card details.
