When is a TLS not a TLS?
When it's a "cut" that has been digitally made into a TLS, of course.
Once again, some history document collectors are applauding this effort as this piece is advertised for sale. Meanwhile, PSA/DNA does not show what they actually authenticated on their site's verification lookup.

So if the intent of creating a souvenir resignation letter (which is what reputable dealers have usually called them) is not to deceive anyone then its OK?

NO. I must have misspoke or misunderstood. Maybe you did. If one wants to misrepresent "fantasy" items I can do nothing. I won't be buying or recommending. That should be obvious.
Years ago I was selling a book by John Updike with a signed bookplate affixed inside. Something I said while describing what the book obviously was, suddenly clicked with the potential buyer and he asked me in a shocked voice, "You mean the bookplate wasn't in the book when he signed it?"
That ruined the sale for him. Was I guilty of trying to peddle a contrived or fabricated autographed book, or was the potential buyer simply a dimwit?
I never ever thought the signed bookplate that was in the Dr. Seuss book I had was pasted in when it was signed. Maybe I was wrong. I doubt it.
Another item with two numbers? What is this? Maybe I don't want to know!

I do note that the card is listed as PSA and the card is listed as DNA. Perhaps only one photo per # is possible in their system.

I don't know what that means, but one dedicated number per item seems not too much to ask for considering the fees. And the ensuing confusion. Numbers are free...
