This is the German guitarist Michael Schenker and the cd was sold pre signed thru Newbury Comics a few years ago. Sadly he was using a very bad pen.

He probably signed a batch of these and stacked them while the paint was still wet, and the smudge on the back is the mirror image of the previous signature in the stack.
