I don't have a match handy, but I suspect it's an Autopen.

I got it TTM from Trump Tower in 2005/06. I haven't heard of autopens being used for requests in that era (haven't seen a match either), but it's possible. If it's a forgery, it's an authorized one.

I'm assuming it's a sec because there's no writing inside the "D". That trait seems to be unique to the secs--at least in that era.
