Dr. Who - Matt Smith Autograph. PSA cert for a scribble

My daughter is a big Dr. Who fan so I was browsing Ebay for a potential Christmas gift. I came across this particular item. Matt Smith's autograph appears to be messy in all instances. But I can not fathom how PSA could render an opinion on this one. I could effectively forge that squiggly line holding a sharpy with my toes. 

How can PSA render an opinion on autographs like these?

They can't. They have a deal with the seller, who can get whatever crap he submitted certed at will. This is a prime reason why I hold no value in PSA or JSA certification.

100% certed based on who submitted it.

That is just criminal. I avoid third party authenticated items as it is. What is in my collection with a PSA or JSA cert are all witnessed (and I confirmed the date and location of the event/signing on each).

If they are issuing certs based only on the credibility/relationship with the party submitting the item, I have to believe that at some point they will be publicly burned. GAI/GA was once a reputable authenticator. Look at what people think of their certs now. 

That said. I'm 99% a collector of sports autographs. Any recommendation for a reputable dealer for Dr. Who autographs?
