Bruce, this does, indeed, seem to be legit.  I have the same t-shirt which was signed in 1993 during the Hell Freezes Over Tour concert in Atlanta.  As I remember, a radio station (probably 93 ROCK) had them sign 100 t-shirts which were sold and the money was used as a donation to the Georgia flood victims.  There had been horrendous rains and flooding in the state.  We framed our t-shirt all those years ago and I'm just now considering selling it.
