Is it a real Ringo Starr autograph?

This autograph was sold on Ebay for $795 with a PSA/DNA coa.
I don't think it's real.

It's plausible, but as there's a bit of shaky, unsteady pressure at a pace that's seems possibly slower than normal, what would be the approx. year for this signature?

I believe he signed with the star symbol from '92 to either '99 or 2000.
