Jaromir Jagr Autograph...why so different than current?

Hi just joined the forum.  I am interested in the item in the attached pic, however I am struggling with the Jagr signature.  I know it was already verified by PSA as authentic, but Jagr's sig looks NOTHING like any of the 100's of Jagr signatures on ebay or anywhere else that I can find.

I know PSA is generally considered to be pretty accurate, but I have no idea how they could approve this one.  Is there a chance Jagr's signature changed drastically from how he used to sign in the 90's?  I suppose this could have been signed way back then and that is the only logical explanation I can come up with.  

Any advise or opinions would be appreciated.  Thank you!

His signature has actually been pretty consistent, especially considering he's been playing since before electricity. At least is seems that way.  

Is the the PSA certificate witnessed? Or is it simply an opinion COA? 

If it's just an opinion COA, I have no idea how they rendered an opinion because that's a scribble. If it's real it's crazy rushed. But PSA rubber stamps anything from their biggest customers, I have seen worse with a PSA sticker. Personally, I wouldn't be too keen on owning it even if I was sure it was real.

As far as I can tell from the sticker its just an opinion COA, but for the life of me I cannot figure out why such an obviously different sig would get through as authentic.  It really makes me not trust any 3rd party sources at all.  That's why I was hoping maybe he signed differently in the early 90's or something.  

What is your opinion of PSA or JSA?  What % of fakes do you think get through as authentic?  Most things I've read seem to think they are 90% accurate with the 10% mainly being failing real autographs. I still find it hard to believe they can be that accurate but I'm not a professional.
