Looks like a poor tracing or slowly drawn fake.

The seller says "Included with this particular item is a Recognised Certificate of Authenticity (COA) from Authentication Services Australia (coa.net.au) that accompanies this genuine original item in which can be documented online for the life of the item with their online verification website"

Buy a worthless item for thousands and get a free COA which is worth even less!

You’re welcome. Here in my opinion is a Morrison forgery that was offered by Smith and Sons. It appears to have been copied from the authentic example below.
