You'll be able to tell under close examination -- just make sure the ink isn't part of the paper. Look for differences in texture and gloss, as ink added later often appears glossier or duller than the photo surface and may sit slightly raised or smudge under light pressure.
You can also tilt the photo under a light source; added ink may catch the light differently or cast a faint shadow. Also, check for color consistency. Ink may appear more saturated or have slight bleeding at the edges compared to the printed photo.
Based on the photo you posted, I'm about 85 percent sure this is live ink. But just double check.
