Is this not a Joe Long forgery? It’s currently on eBay at a starting bid of $25,000.

You have to understand that not all opinions are equal. The difference between JSA and a regular person saying ''trust me bro'' is huge.
It's the same thing like going to a doctor, most doctors give opinions, but you'd still go to a doctor to get examined.
I trust most JSA stuff, but still they get some stuff wrong. This forgery is one of those examples.

How is this possible? It has been reported to Ebay and the seller was warned about it from at least a few different people. If the guy sells it knowing it's a fake doesn't that make it a crime?

Well, it has an LOA from a reputable TPA. Many forgeries are sold without one.
