If I'm looking up a certain Cert number in the PSA/DNA database and the correct details show up (item, primary subject and result/grade) but NO PICTURE, does that mean foul play is involved or is it just a matter of the PSA/DNA people being lazy?

It's happened to me twice now. Maybe it's a common problem, I don't know.
