According to the Frank COA, it was obtained in person in 1993.

Cox's LOA can be read easily, so the pic is good proof. But Caiazzo's can't be and his LOAs are often forged or altered in photoshop and uploaded to eBay and other sites.

I've seen a forged Frank COA, but the guitar was offered by Perry on eBay along with the Frank COA.  It didn't meet the reserve.

I just saw this thread and it is not a forged Frank LOA, Frank sent the letter to me himself.  This guitar is authentic.
