Based on the picture from the Mastro catalog, this looks to be the same item. The Spence letter is a little strange with no picture of the item on the letter but 1999 was before Spence started working for PSA/DNA and he was selling autographs with his personal letters at that time. The autograph on the post card looks authentic to me but you would need to get a new pictured LOA if you own the item and he would charge the $300 or so to authenticate it. Since the original letter has no picture, he could always reject it based on it not being the original item if he does not think it is authentic today based on an additional 20 years of experience.
