That not a stamped or preprinted signature? Not sure what it is but, IMO, this is not Sinatra's signature. I'm not an expert by any means.

From the appearance of the application and degradation (the double edges, bubbles and flake off/pop off look) that presents as some sort of facsimile perhaps of studio origin etc - a stamp or other - not live ink. As for the signature form, the "F" with crossbar, the "r", the break before and after the "a" in "Frank"...
