I have been admiring a set of U2 sigs that look genuine. They have been written on a ripped piece of paper which has then been remounted . Maybe I am being super slow today but I was wondering how and why the parts of the sig which have been circled do not appear to be written on the ripped piece of paper itself and if this is a problem

Is that ripped or age tone? If it was ripped perhaps it is a repair? I'd look for another example if possible. Better scans also. I do not know thses sigs at all btw.
well I did ask the auction housec before posting - but in reply to my queries ,the auctioneer said that the sigs had been remounted which was why they looked like that. The actual sigs are very small, - the above picture is the sigs enlarged . thanks for help Mr Longo
That is not a very acceptable answer from the auctioneer and with the poor photo - I'd move on happily to something else :)
It looks like age tone. he is telling you it is remounted/torn/repaired. It is possible your red marks are obscuring the tear which could appear like a pen mark, but I'd move on. Why the poor pictures? Something is not right IMO.
