From time to time I see these on ebay. Typically they come with a copy of the original document that was butchered to make them.

I guess I am not asking thoughts on the desecration of the historical documents, or even really the cost associated, however are there any opinions as to the validity of the pieces? Do they appear authentic fragments of handwriting? For someone who cannot spend $10-$15K for a signature, they might prove to be a reasonable way to obtain something.

I have purchased several of these from a seller named patriotsfan10 on Ebay and have been very happy with all of his items and their authenticity. I haven't dealt with the seller in your link, but I wouldn't pay that much for it. You're paying at least triple the amount for it being framed and for the presentation. I won auctions for a couple of Lincoln clips for around $100 or less. 

Be warned, this will probably start a lively conversation. Lol  Before I purchased any of mine, I asked the same question on here and a lot of people took huge issue with him butchering these documents which I understand, but for somebody like me who can't afford to plunk down thousands for a signature it was the perfect opportunity to own a really cool piece of history. 

I would definitely stay away from this kind of item. What would Lincoln have written that would have incorporated the date 1827 on it. If written in 1827 he would have been 18 years old at the time. What would he have been signing at age 18 that would have been saved and what happened to him of importance at age 18 that he would have referred to that date in a letter. Except for his classroom math book as a child and legal briefs from the circuit that was mined after he became famous, little reason for Lincoln manuscripts to be saved re Blackhawks war.
