Hmm... I would lean toward no. Given that the inscription was written in chicken scratch and the name Judy is basically unreadable, it would have to be a late 60s signature. Everything looks messy enough, but I don't really like parts of the the inscription and the signature is a bit too big, overdrawn, and cartoonish in place of the normal Judy Garland flair. That's my two cents, at least.
Richard, I can't upload examples from the Judy Garland signature study Tricia Eaton did for us till tomorrow, but www.thecead.com had a large selection of exemplars you can compare to.

Was wondering what you guys thought of this piece... looks to fit the mold of one of her 60's style signatures.
