It looks like a German Expressionist photo, perhaps from a play, and dating roughly to C1915-1925 as far as I can tell. Earlier than leter for sure. Here's a typical example:

I checked early Conrad Viedt photos... I don't think that's him.

There was a play called “The Miracle” that had cast of the piper and nun. It was written by German playwright Kurt Vollmoller and toured throughout the US during the 20’s. I believe in 1926-27 they were in NYC at the Century Theater. I am not certain of who this is but, I am guess this might give you a start to his identity.
