What type of item is signed?  Are the Hooper and mystery signatures signed by ball point pen?

It's a guest book that was started in 1946 but continued for several decades (with some pages signed by folks in different decades). Hooper looks like a classic fountain pen to me. I can't tell with the mystery man. I know the older (1945-50) ball points were pretty crummy until Bic came along.
