The first letter here starts and looks like an "H". Every Ledger I've seen that was acquired in person had the first letter formed with a down stroke and looked like an "A". The "ger" is decidedly different here too, so based on that, since Heath didn't give you much to go on in detailed lettering, dependent upon the beginning and end alone, I'd say, "likely no", unless erratically signed in a distracted state.

A collector friend of mine told me that there are just a hand full of Batman Promo Posters signed by him, and that was before the movie even was finished. Ledger on a Joker Batman item is close to impossible.

That one photo was available for Heath to sign during his reshoots in Chicago but that is not Heath's signature.
