I'll use RUSH as an example because this is what got me curious and struck me as odd.

I always thought if 500 (or whatever #) was to be signed then that's all that would be signed. No more, no less (under normal circumstances). 

So... here we have an all signed litho followed by a few individual litho's that the seller told me where leftovers. Or I should say, that's what he was told and in turn told me.

Very odd, especially since Rush is known to be very organized. Is this normal?

yes

 sometimes there are a/p s sometimes the first few numbers are pulled for friends

they always run more its not a perfect sciencxe but they wont number the set past what they say that's why they would use a/p or no numbers 

sometimes in the case of jerry Garcia artwork they weren't even all signed and numberd correctly because he died .he would come in and sign a bunch and  leave random.  after he died I was offerd uncut unsigned sheets from the gallery imagine what a forger could make from that deal

the stones band signed litho is like that I got some that Charlie just signed for friends only

Yes artist proofs and in the art industry there supposed to worth more than the regular editions.
