I haven't seen a JSA COA that looks like that before, but I have encountered the unnumbered JSA sticker on a photo in the past. Apparently the JSA "Stamp of Approval" was a lower-level service for cheaper autographs?

Well that's a bummer, sorry. Like I said, I've only encountered a plain/unnumbered JSA sticker on a photo once (no COA), and I ended up discarding it because it seemed suspect.
This is the first time I've seen anything mention a JSA "Stamp of Approval," and the discussion that mentions it in passing is pretty much the only thing that I found here. From what I can tell, stamp of approval items didn't even come with a COA? Nor have I seen any JSA (or BAS or PSA) style COAs that are handwritten. No idea. Hopefully you can get your money back.
