Frank Sinatra - JSA said real, but then retracted and said they didn't know

Hello.  Looking for a Frank Sinatra expert if there is one on here.  This photo was supposedly signed October 23, 1991 outside of Chasen's Restaurant at 11pm as Sinatra left.  JSA said initially it looked real.  Then they retracted and deemed it as inconclusive.  I just came across the 1987 example from his autograph study, that has some similarities to this signed photo.  Can anyone please give me their opinion on this IF you have experience in this area?

Not authentic, IMO.
