I’m not a Maradona expert, but this looks good to me.
The dedication, written in Italian, says “Con tanto affetto a tutti Napoletani” — “With much affection to all Neapolitans” — so almost certainly signed during his years at Napoli. The paper looks like it’s from a school maths book of the period; probably obtained on the fly by a football-mad school kid.
For comparison purposes, here is a Maradona signature with impeccable provenance, signed to Pope Francis. I took this photo at the Vatican Museums, in October 2019:
