How can this fake item have been authenticated? (Donald Frangipani)

I was just checking out some Christopher Reeve autographs on Ebay and I came across an item number 224435509294 which looks like an obvious fake. It appears to have been authenticated by a Donald Frangipani! My question is how can this be posssible? I admit I'm not an expert on Christopher Reeve but even in the time I've been undertaking research this appears to be a fake; no question.
