It is on a 3x5 index card signed in blue felt tip

There used to be a guy on Ebay selling multiples of these on index cards - he had 100 or more of them.

The sketch itself looks off to me. There are certain traits he usually included that are missing here.  I'd focus on the signature and "Harvey" to compare, for starters.
