Definitely looks like Paul and John to me.
Here is some information on it from 2020.
Obtained by the 1960s showbiz journalist Donald Zec - covering one of their tours in 1964 as they were breaking into the stratospheric big time!
John has signed for himself AND Ringo
and Paul has signed for himself AND George Harrison

"I don't know who wrote the dedication, perhaps it was Donald, but it certainly wasn't one of the Beatles. Paul McCartney's autograph is genuine but then he has also added George Harrison's. John Lennon's autograph is genuine - and then it looks like he has then signed on behalf of Ringo. It was not unusual for one or more Beatle to sign on behalf of others "
I actually think Paul did the dedication.
