I don't know these sigs, but the stability of felt tip ink on unstretched unprimed cotton simple cloth is reasonable for the long term. Expect some degree of fading. Watch out for mold etc..
The Strummer looks a bit different than the others terms of ink laid down. Not very easy to get that solid application without a lot of bleed occurring. Could it be some sort of stamp? The skip at the end seems odd as well.
The others exhibit crossover and pressure/speed variations.
As with most things, a good view of the back would be useful. With the pressure and time needed to get the Strummer that solid, dark and even one would expect more bleedthrough on the other side than the other signatures. I might guess the surface was prepared for signing with a clear modern sizing, but the other signatures do not support that supposition.
PS -Fabric will allow a strongly back-lit image of either side. This should be most helpful.

The Joe Strummer look like pre printed on it and the rest of the autographs were added to it.
That is what I think as well. It looks acrylic possibly. Hard to see but the others exhibit crossover, Strummer does not.
