What exemplars are you using? I don't see very many. Perhaps letters in the digitized 1939 NYWF records held at the NYPL would be useful...or 1964 documents. Those letters would be from 1936-1941 and beyond and he created the park that followed and 1961-65 or so for the second fair on the same grounds. Considering his role in NYC development there should be many more.
This is from a 1940 Parks Department document. Not sure why a 1930's/40's signature (OP?) would appear on a 1964 letter, especially after seeing those 1964/65 examples from RR etc. It is true that classic American cocktails, including the old fashioned martini, were served in September 1964 at the NYWF. I would look for additional early 1960's signatures for comparison.
Other than the A.A.R. example from JG, IIRC, only the OP has an articulated "R."
