Is this PSA/DNA pre-certification a LEGIT service? Never seen it

This label was attached to an item Sold on eBay and i'm trying to see if this Pre-certification is a legitimate service offered when an LOA is not issued or if this was manufactured by someone

"The Auto Scouts" forgery ring used to give a similar "PSA/DNA pre-cert" letter with their forgeries for a brief period. I contacted PSA/DNA who said it was bogus, I worked with them to get those items pulled immediately.

Ryan, my hat is off to you. Your the man. Its gotten to the point that when i see one of you posts doing battle with the Auto Scouts,  i just have to laugh. Not b/c there forgeries are funny, but b/c you are constantly doing battle with these clowns, who constantly are changing names and accounts. You expose 3 accounts, and 9 more pop up in a week. Its like a full time job tracking the Auto Scouts. Its not funny at all, yet the shear amount of effort these goons are taking is just insane.  And every time i see one of your update threads with the words THE AUTO SCOUTS AGAIN, it cracks me up. 

These people just never learn, and ebay doesnt care. Anyway, great job and keep at it

All 'auto scouts' but you only find one listing way back in history?

Report it to PSA. Definitely not a real pre-cert. Even when PSA does pre-cert a lot, nothing is "guaranteed to pass authentication." If it were, that would defeat the entire point behind it.

Yeah Dane I've never heard of it. I've heard of a PSA Quick Opinion but this is a joke!

Actually, if you will go to the PSA website and click on "Services", when you scroll down you will see the description of what PSA/DNA Pre-Certified means. It does actually mean that your item will pass PSA authentication. I do not know what the item is but Collect Auctions is a legitimate auction house and PSA/DNA does their "in-house" certifications. You can contact PSA and they will be able to verify whether or not the item in question was "pre-certified".

To my knowledge, this does not have anything to the forgeries from "The Auto Scouts". I am sure that PSA would love to know about their logo being used by eBay sellers without permission.
