Joe Biden

Back in 1991 for some reason I wrote to Biden who was the chairman of the violence against women committee at the time...I just came across the letter....opinions on whether it's him or secretarial?

Unfortunately,I think it's a secretarial. I have several from him as a Senator too, and they don't look good wither. In this one, I think the B is all wrong; I've never seen him connect the vertical 'l' to the other '3' looking part.
